Parameters
- secret: string | Uint8Array<ArrayBufferLike>
  The key; strings are UTF-8 encoded. No minimum length is enforced here.
- data: string | Uint8Array<ArrayBufferLike>
  The message; strings are UTF-8 encoded.
Returns string
64 lowercase hex characters.
